How Toy Certification Really Works When Buying Through an Agent

Here is how toy certification actually works when you buy from China: test reports (EN71, ASTM F963, GCC, EN 62115) are issued to a specific product from a specific factory — traders and agents do not “hold” certificates — and factories certify for their main export market, not necessarily yours. The good news: when a certificate is missing for your market, gap-fill testing typically runs 1–2 weeks alongside production. This article explains the three rules of certification from the sourcing side of the phone calls.

Rule #1: certificates belong to factories, not traders

A toy test report (EN71, ASTM F963, GCC, EN 62115…) is issued for a specific product from a specific factory. Trading companies and agents do not “hold” certificates — factories do. When a website claims “all our products are fully certified”, what it really means is: some factories they buy from certified some products for some markets.

Rule #2: factories certify for their main market, not for yours

Certification costs real money per product, so factories only test what their main buyers need. In practice, in Chenghai you will find:

• A doll factory shipping mostly to the Middle East holds GCC (Gulf Conformity Certificate) — but has never done a CPC for the USA.
• An R/C car factory selling to Europe holds EN71 parts 1-3 plus EN 62115 (the electrical safety standard for electric toys) with CE marking.
• A factory serving US importers holds ASTM F963 test reports with CPSIA lead/phthalate testing, and can issue a CPC (Children’s Product Certificate) per shipment.
• Bigger factories carry a BSCI audit — note this is a factory ethics audit for retailers’ supply-chain compliance, not a product safety certificate. Different thing, often confused.

Rule #3: no order, no cooperation

Here is the part nobody writes on their website: if you email a factory asking for certificates, MOQs and OEM terms with no order on the table, you will mostly be ignored. Certification paperwork gets pulled out when there is a real PO behind the question. 3. Paperwork per shipment. CPC for US shipments, DoC for the EU — issued against the actual test reports, attached to your export documents.
